This measure would shift the responsibility of preparing the title, summary, and ballot label for proposed initiatives and referenda from the Attorney General to the Legislative Analyst. The Legislative Analyst would also prepare the ballot title and summary for the state voter information guide for all measures on the statewide ballot. The State Attorney General—a partisan elected official—has misused this authority by crafting politically biased ballot titles and summaries to mislead California voters.
