SB 634 bans cities, counties, and state agencies from enforcing laws that penalize homeless individuals for survival-related activities, such as sleeping in public, or those who assist them. It applies statewide, overriding local authority, including that of charter cities. This would limit communities’ ability to address public safety and sanitation concerns, potentially leading to more encampments and negative impacts on residents and businesses.
